Can I use ebay gift cards to except offers on media items - Laserdisc, Blu-ray, DVD, etc?

The item has never arrived, the seller does not respond.

What to do if the item never came, the seller doesn’t despond?. I purchased the item more than 90 days ago. The trucking number they provided doesn’t exist.
